A guide written in Braille in English about the UN Convention on the Rights of Persons with Disabilities was launched yesterday at the conference room of the ministry of Social Security.

The Commonwealth Secretariat, Dr Puma Sen said, “Four out of five hearing impaired people and almost 90 per cent of visually impaired people live in developing countries.”

She criticised the lack of knowledge concerning differently-abled people in the Commonwealth. However, she found it promising that over 39 states adhered to the convention and 21 states have made it a legal commitment. Dr Sen also emphasised the importance of multilateral co-operation.

Nazir Soobratty, principal assistant secretary at the ministry of Social Security and president of the National Council for Rehabilitation of the Disabled Persons said,  “Disabled people have special skills.”
